Dear Presidents , Excellences, Members of the Political Goverments, Committees and Kongresses, Senators and Representatives of the USA and Great Britian,
Dear Directors, Chairpersons and Vicechair-Persons, General Secreties of the European Institutions
First of all I want to express my full sympathy with the heavy poising attack in the U.K.. , For all the victims I wish the best and speedy recovery and want to express my depply whole solidarity to their relatives , friends and all the British people.
Unfortunelately we could hear and see in interviews on Germant TV that those people in contact with this dangerous sourounding do not feel very happy being informed and instructed for savety rules rather lately, although directly after the attack it must have been clear that it was a dangererous poison after the policeman who was at emergency place first became heavily ill too.
I can absolutely understand the uproar of the British government and among the British people about this attack with a militarian chemical waepon. Nonetheless THERE IS NO EVIDENCE that Russia has given the order to poision his double -agent Skripal or even there isn´t any suspicion who this attack might have done, altough the poison of the type of Novitchok is used. Also it is an unwritten law that exchanged agents are not punished any more from thier own government. so why should have Putin doen this ?
Novitchok was developed in Russia, indeed, but is was produced in !! Usbekistan !! in the times of the Sowjet Union . After the decline of the Sowjet Union the USA got control over this company : now Usbekistan is a souverain state ; nowadays Novichok can be produced in over 20 states, also in US chemical labs as well : so this Novichok can come form many other states , including the !! Ukraine !!- we could hear on German news - now a special friend of the West who has Novichok may be from storages originally produced in the Sowjet Union long before ...
During the times of the decline of the Sowjetunion al lot of dangerous material got lost : poisons and also nuclear material as well. No one knows who got it !
In several Euroaen Media we were informed that the poison was in a flower bouquet on the grave of the Mr Sripal´s wife and also on the the font door of his house : It is easy to detect from outside when they decided to go to the cemetery after the daughter´s arrival in Salisbury or just placing it at the fornt door during the night before the are leaving the house in the morning.
Now we are concerned about the press publication "they are working on a story" that the poison was imported by a gift in the daughter´s suitcase from directly form Moscow opened after her arrival . This is unbeliveable because the poison is so dangerous that it can come through special chemical saftey -suits , but no one was poisened on her long way from Moscow to Salisbury !
Agents have always been killed , especially doeble agents who have betrayed their one nation for working together with the other side and had betrayed a lot of college- agents like Mr Scripal did.
Normally a diplomatic investigation "through all channels" should be started. In a state ruled by the law this attempted murder as a crime must be investigated by prosecutors and the law court to give objective and full evidence !. A lof of people cannot understand public accusations on TV directly after the attack instumentalizing it politically in a media propaganda campaign !
Experts like Dr. Ralf Trapp, chemist and toxicologist in Genf, former researcher at the GDR , Academy of Sciences and adiviser on CW disarmament, guest researcher at SIPRI, and member of the German Delegation to the Conference on Disarmament and participant in the final round of CWC negotiations , senior OPCW officer and today independent disarmament consultat demand an experts opinion done in specific chemical labs to get specific fingerprints of this material found to disclose its origin and to get in contact with specific experts like the Organization for the Prohition of Chemical Weapons den Haag.(OPCW) But this cannot exclude that this substance came out of another former member state of the Sowjet Union via nations of the west block.Even teh uSA gt the Inforamion about producing Novitschok. It is also mentioned that OPCW is often informed too late and they cannot save a sample of posions by themsleves at the accident places any more. So they only get a sample of the state in which an accident happened. It ´s also told in German media that in former times a sample of Novitschok directly from Russia was brought into the West via Germany by a russian agent. So even when the OPCW found out that this given Novitschok was produced in Russia tis fact has non quuality of en evidence any more under that conditions .
Nevertheless under this conditions clear evidences cannot be detected any more or who has done or orderd this attack . The circumstances are not valid , not objective or independent any more !
So this argument should not not be misused for blaming other politicians not having control over their state still juridical and independent evidences of the poisoning attack are detected , now used only reducing diplomatic measures to a rollback into a cold war !.
Till now there are only speculation, many people critize that this attack is only instrumentalized in a politically way to misuse it into a rollback into the COLD WAR , taking the attack as a reason for rearming East Europe with atomic waepons and cruise missiles ! as a violation of the INF -Treaty ! by the USA .
Directly after the accusation blaming Putin he might not have the control in his nation and over dangerous weapons a Russian critical asylant of President Putin was murdered by strangulation in Great Britain without poisoning. I think President Putin doesnt need to use this poison.
So when the Britain Government wants to act correctly as a state ruled by the law ,why failed the government in arresting dictator President Assad while bombing peaceful demonstrations for more democratic participation in Syria jers before when he had done a shopping trip to London ? :this failure let a cruel war in Syria going on for years producing thousands of muslimic death cilivilans and crashing down the cradle of the modern civilization as a " culutural cleaning" ( quote by the UNO) .
In July 2014 the United States declared Russia to be in violation of the INF -Treaty of 1987 (Intermediate-Range-Nuclear Forces Treaty ) for the development of the SSC-8 ground -launched cruise missele systems.
The United States has since pressed Russia to return to compliance with the Treaty. But the US Government HAS NOT given ANY EVIDENCES for htis accusations till now. Russia responded to have marine based missiles which are allowed according to the INF- Treaty as it can be seen in the ZDF doku ( see below) .
As respond measures the US government decided to build new cruise missile rocket bombs already .
Russia has counterclaimed that the U.S. had already deployed ground -launched cruise missele system in Rumania : they are now under direct and only control of the USA ( this fact can be seen , see below : ZDF / frontal 21: pictures :minute 27:00 ff ) and the US. is going to do so as well in Poland - this is a concret visible violation of the INF- Treaty by the USA in fact and the OSCE -Treaty , the US- Russia- Act , the ABM Treaty....as well as the Iranian Atomic Treaty and the Climate Treaty ! This is horrible ! when the USA will continue thesi way they are puhsing us all in a Third World War
In the " Nuclear Posture Review " US President Trump also decided to build new modernized atomic bombs.
This is really threatening the defensive strategy of the whole Federation of Russia because this ground -launched cruise missiles can also be used as an offensive waepon for an aggressive war and can also be armed with atomic bombs that can not be detected from outside while using them : thisis threatening the russain defensing strategy for holding a balance between the West and the East !
The Committee of Denfensing of the Russian Duma has already warned against an aggressive war of the USA and has theatended with heavy counterattacks.
Nevertheless full compliance with the INF- Treaty is essential for both sides of the contract in a substantial and transparent way !
As respond measure the US Kongress decided to continue to seek diplomatic resolutions "through all viable channels" , including the INF´s Special Verification Commission. I hope President Trump wants to furfill it !
Unfortunately US President Trump just fired his diplomatic and moderate Secretary of State , Mr. Tillerson, who stands for good relationship with European Allies , the Iranian atomic treaty , diplomatic measure with North Korea . The government or the USA has restricted the diplomatic channels to North Korea , and has also forced other allies to do so as well so that its only in the hand and under the control of USA ; the U.K. has restricted the diplomatic relationships to the Federation of Russia as well .
The U.N. Ambassador of the U.S in the meeting of the Committee of Security in the case of Skripal has emphasized the special relationship between the U.S. and the U.K as very special relationship of extraordinary good friends and whatever will happen to the U.K. in future the U.S. will be at the side of the U.K at once. -also in times of war !.
According to the NATO statutes the US government can make his own decision whether to be engaged in NATO wars or not, they dont have to take part when its not in their best interest . But the USA will do it and the USA only will do it when the GB is endangered : that is now clear to Russia since the meeting of the UN Committee of Security !
So please, do not use speculations for rising hate and international conflicts and as a reason for a militarian government change in Russia to force a cold war between the West and the East at once whithout having any evidences!
There are a lot of reasons for a govenment change in Russia .Unfortunately USA , Canada and Denmark lost a international law courts decision over Russia for the use of a ot of ressources after the time of melting down the icecap to get an easy access to it all the year through!
Alternatively we are able to use ` free energie´ and renewable energy in decentralistic systems , but then trillions of dollar investments of rich people in global energy companies are vanishing ; they are not really interested in changing anything but have the only and direct influence on politicians !. Unfortunaltely we consumers are forced to use fossil energy for heating up the earth in company controlled markets because in the existing democratic " fake democracies wihout a functional power seperation " we , the poeples, in fact do not have any decisions and influences directly what political agenda is realized , which politicians come in the powerful positions, the public medias or important, independant instiutional functions.

The West Nations under the leader of the US -Imperium cannot complain for themselves to be on the better moral side after atomic bombs on Nagasaki and Hiroshima as a revenge for Pearl Harbour and not for ending the second world war as a political propaganda ( that was a lack of fuel on the German side) , the massacre of NoGun Ri in South Korea , of My Lai in Vietnam and this cruel political systemic wars, the financial and secret service influences in South America all the illegal wars based on lies from Kuwait to Irak and Syria causing a catastophic destabilisation in the whole MID EAST with militarism using illegal phosphoric and low radiation bombs causing a lot death civilians especially pregnant women and their children , misusing secret services in second line establishing torturing prisons like Abu Graib permitting severe torturing methods like water borarding, creating confrontating media campaignes rising hate and distrust among the different muslimic religous groups and at last produced the IS as a " product of the West" , failing in reestablishing e new political infrastructure in Irak based on many organization mistakes done by Paul Bremer/USA (quote by media) to be misused later on for a illegal, indifferent and indiscriminately devastation war in the whole region done by air strike attacks against ground troops in inhabited areas in an asymmetric and indifferent war fight also causing a "cultural cleaning" (quote by UN ) , killing hundreds of thousands of civilians: all territorial, political -systemic or ressource - controlling wars like in Afghanistan , where is a Trillion Dollar worth in ground , or leading drone attacks in Afganistan and Pakistan obiously murdering people on undemocratic lists of unwanted individuals besides any juridical investigations, not nly so called terrorsits , but also critical poeple working as peaceful bloggers against the dominance of lies - this all based on and authorized by the so called " silk street stategy law " of the US Kongress in 2000 .
People all over of the World do not want the politicians to continue this never ending wars for getting the whole world under the control of a wrong power system : not for freedom, peace and common wealth for all, but for wars, for the privileged financial benefits of a few rich , for devastating souverain states and killing civilians : for a one and only political dictatorship for a world power influcence and for crashing down not only the cradle of the modern civilization in the Mid East , but also crashing down the old European economy and cultures with their social common wellfare systems in future.
People all over the world do not want to hear this lies any more - for initiatizing the " modern theathre wars" (quote by US government ) for new government changes, for political systeme wars or wars for controlling ressources : wars and wars again - for the profit of the arming industry, for the profits of big companies for the benefit of a few international share holder value investments.....and the catastrophic outcome for people, like in MId EAST now - we are fed up with ...for the political one and only dominance of the US-GB Imperium.
The situation of the continental European people is to stay here as hostages of the US-GB- Imperium when the USA can decide by itself to start a new agressive atomic war out of military bases in Poland or Rumania against the Federation of Russia but really does not have to take part in the war between Europe and Russia later on according to the existing Nato- statutes - - as long as the United Kingdom as a `special friend ´is not harmed - to begin the third wolrd war for a government change in Russia and China!
As a member of the European Union and as a substitute for all continential European People I demand not to be taken as hostages in a coordinate cooperation of the US-GB-Imperium for an aggressive and nuclear war for a government change in Russia !
This seemed to be the one and only reason for leading a media campaign against Russia without having any evidences !
Diplomatic measueres must go on for fully reconciliation of the relationships between the political blocks!
The People of Europe want to address these concerns for solving the political problems correctly in diplomatic, juridical, substantial and transparent way!
For all European People I please YOU ALL , dont violate the existing treaties any more , stopp the rollback into the COLD WAR and come back to the way of diplomatic solutions with negotiations according to the already existing Treaty of Helsinki for a peaceful Europe as a WHOLE for the political and economical benefit for all people !
I eagerly address insistent requests to the OSCE including USA, GB and Federation of Russia ( https://osce.org/de/participating-states) as the successor Organization of the Conference on Security and Cooperation in Europe, KSZE, ( former chairman : Erich Honecker , German Democratic Republic , now in the political lack of Angela Merkel ) and to all other signing member states to continue immediately with negotiations according to this existing treaty. .
Therefore I ask the Chaiman of OSZE Angelino Alfano and his General Secretary ,Thomas Greminger , to organize this negotiations as soon as possible to realize the fully contents of the KSZE -Treaty of Helsinki of 1975, to " stopp threaths of violence " , to realize " trust building activities " seeking for "political relaxation for the security against disorders and arguments " , to activate effectful measurements for "security and dearmation" regarding " !! both sides of political and military security aspects " !! and start " better cooperations in ecnonomy , science , technic, and environment " for the security of " !! Europe as a Whole !! " regarding the "souverain equal interests of all members " to reestablish " friendly relationsships ".
